The concept of Fundamental Duties was borrowed from the Constitution of the Soviet Union (USSR). The Swaran Singh Committee, set up in 1976, recommended their inclusion to balance rights with responsibilities.
Unlike Fundamental Rights, Fundamental Duties are non-justiciable — you cannot be directly punished by a court for violating them. However, Parliament can make laws to enforce them, and courts use them to interpret other laws.
The original 10 duties were added by the 42nd Constitutional Amendment Act, 1976. The 11th duty — to provide education to children aged 6 to 14 years — was added later by the 86th Amendment Act, 2002.
